About this Role:

As a highly valued member of the Fiscal Analysis Section A.1, the Associate Governmental Program Analyst (AGPA) will use various tools and data to conceptualize and develop complex estimating procedures and modeling systems to accurately forecast Medi-Cal Local Assistance and Family Health expenditures. The AGPA will act as a liaison between internal and external partners and the DHCS Fiscal Forecasting Division for their work products.

The AGPA will prepare structured, professional quality summaries for inclusion in the Medi-Cal May and November Estimates, incorporating background, key assumptions, methodology descriptions, and proposed funding. The incumbent’s work will support the DHCS Fiscal Forecasting Division with completing the semi-annual Medi-Cal Estimates, and other fiscal assignments when needed, such as legislative and regulatory analyses.

Working Conditions

The Fiscal Program’s Fiscal Forecasting Division (FFD) works to accomplish DHCS’s mission by preparing twice-annual caseload and funding projections for Medi-Cal, which provides health coverage to more than one in three Californians. These projections, encompassing more than $156.6 billion annually, play an important role in the state’s annual budget process. FFD also produces a twice-annual Family Health Estimate that covers certain state programs outside of Medi-Cal, prepares requests for federal funds for Medi-Cal, and is also responsible for fiscal analyses used for policy decisions, legislation, and regulations.

Telework Information

This position may be eligible for telework up to three days per week and is required to report in-person and site-based a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203.
