The Senior Environmental Engineer collaborates with the Operating, Technical, Maintenance, and Business Teams to provide the site with timely air regulatory applicability determinations, air regulatory compliance and reporting, air permit compliance and reporting, and environmental compliance support. The Senior Environmental Engineer provides environmental support for plant operations and serves as a direct communication link between the Operating, Technical, Maintenance, and Business Teams and the Environmental Department for guidance on environmental compliance requirements.

Accountabilities
  • Communicate environmental compliance and permitting requirements and guidance to operations and maintenance teams as a Single Point of Contact.
  • Coordinate activities with Shell environmental team and other stakeholders on permit reconciliations, new permit issuances, settlement agreements, compliance orders
  • Interpret U.S. Environmental Protection Agency Clean Air Act and Pennsylvania Department of Environmental Protection (PADEP) regulatory applicability and compliance requirements and provide guidance to key internal stakeholders on new and existing Federal and State regulations
  • Conduct recordkeeping, reporting, and assurance associated with regulatory compliance obligations, and meet all regulatory and internal corporate deadlines
  • Track, trend, and report environmental performance, and identify and implement continuous improvement opportunities
  • Facilitate investigations of environmental incidents and/or near misses and track actions to completion
  • Obtain all new air permits, permit modifications, variances, and regulatory approvals
  • Develop emission calculations consistent with permit actions and coordinate to ensure regulatory requirements are met
  • Estimate emissions and determine regulatory applicability for air permitting activities
  • Collaborate with Operations, Business Planning, and Process and Project Engineering Departments to develop effective permitting strategies to meet project deadlines and site business goals.
  • Review capital projects, plant changes, and turnaround plans as necessary to ensure environmental permitting actions are executed in accordance with project schedules
  • Effectively communicate with regulatory agencies and other internal/external stakeholders on permitting matters including negotiating permit conditions
  • Complete management of change (MOC) reviews, and participate in HazOps and Process Safety Startup Reviews as necessary
  • Proactively engage PADEP personnel to ensure permit priorities are understood and delays in permit issuance are minimized whenever possible
  • Achieve knowledge level competence in the Shell HSSE&SP Control Framework and Manuals related to Environment, Managing Risk, and Performance Monitoring & Reporting
  • Develop environmental turnaround (TA) plans, review T/A letters and MOCs for associated permit actions, and conduct field walks in support of T/As
  • Complete Environmental incident reports per corporate reporting requirements
  • Serve as a rotating duty person available 24-7 for one-week at a time
  • Assist with internal and external environmental audits, agency inspections and notifications
  • Conduct regular field walk and control room visits to monitor for environmental compliance and to improve environmental awareness, and compliance and assurance activities
  • Maintain strong positive working relationships based on a high level of trust and credibility with stakeholders.
What we need from you
  • Must have legal authorization to work in the US on a full-time basis for anyone other than current employer
  • Bachelor's degree in engineering or any related equivalent.
  • With at least 10 years' environmental regulatory experience for air compliance programs in a refinery or chemical plant
  • Must have knowledge in management systems used to operate efficiently and in compliance with regulatory requirements
  • Knowledge and practical application of regulatory requirements is required
  • Interpretation and application of new regulatory requirements is required
  • Self‐starter, needs limited supervision
  • Must have knowledge in Clean Air Act regulations and familiarity with Pennsylvania Department of Environmental Protection air regulations
  • Excellent verbal and written communication skills with the ability to communicate complex issues at many levels of the organization
  • Proven track record of productivity when challenged with multiple projects and priorities
  • Strong relationship and leadership skills demonstrating initiative, honesty, integrity, courage, and respect
The base salary range for this position is $122,000- $182,000 per year. Individual pay will be based on various factors, such as relevant work experience, education, certifications, skill level, seniority, and internal equity.

For regular full-time or regular part-time employees of the Company (participating companies as listed in the Summary Plan Description), insurance coverage options include medical, dental, vision coverage, life Insurance, Business Travel Accident Insurance, and Occupational Accidental Death Benefit programs. Employees also participate in a company pension plan and a 401(k) plan. Paid leave includes up to 6 weeks of paid vacation time, up to 11 paid holidays, and parental leave offering 16 weeks of paid leave to birthing mothers, and 8 weeks of paid leave for non-birthing parents.

Additionally, employees are eligible for disability leave for up to 52 weeks at 100% or 50% of base pay. Shell also offers other compensation such financial reimbursement for adoption, wellness, education, and personal learning expenses, and some roles are eligible for discretionary long-term incentives. For interns, eligible benefits include medical, dental, and vision coverage, life insurance, Business Travel Accident Insurance, and Occupational Accidental Death Benefit programs; participation in a 401(k) plan; and paid leave for up to 11 paid holidays.
