Under the general supervision of the Program Representative III (Supervisor), the Program Representative I is responsible for documenting undercover vehicles for Bureau investigations against repair shops.

Duties include but are not limited to the following: Performs undercover vehicle documentation within a Forensic Documentation Laboratory which includes the inspection of automotive components and reports as to their condition. Determines that components and vehicle systems are functioning within manufacturer’s specifications. Research technical specifications and testing procedures contained in various manufacturers’ technical resources. Drives a transporter and delivers the undercover vehicle during the investigation process which includes loading and unloading vehicles. Performs post investigation inspection and documents the results of the inspection and prepares a report. Provides expert court testimony as an expert witness for Bureau Investigations. Maintains the undercover vehicle fleet.

Working Conditions

The employee will work both indoors and outdoors, depending on the situation s/he is involved in at any given time.  While indoors, the temperature and humidity are reasonably controlled, but while outdoors, the employee is exposed to climatic conditions.  While driving, the employee is exposed to dust and fumes.  The employee may occasionally be exposed to toxic materials. There is a reasonable expectation of contact with potentially hazardous materials or chemicals.


As a Program Representative I for the BAR, the incumbent routinely works with sensitive and confidential issues and/or materials and is expected to maintain the privacy and confidentiality of documents and topics pertaining to sensitive investigative matters at all times. Incumbent must possess and maintain a good driving record and a valid California Driver License.  Must be able to travel throughout California. Occasional overnight travel may be required. The incumbent is required to travel throughout an assigned geographical area by various methods of transportation.

Special Requirements

Applicants must possess a valid California driver license and a good driving record.  Must pass a medical examination to ensure fitness. Must submit to random drug testing for controlled substances and alcohol as required by State and Federal drug and alcohol testing regulations. Applicants shall have a work record clear of revocation or suspension of departmental-issued licenses for Lamp Installer/Adjuster, Brake Installer/Adjuster, Smog Technician, and or Smog Inspector.

  • Knowledge of equipment and methods used in the maintenance and repair of automotive equipment.

  • Ability to operate tools used in automotive repair, inspect automotive equipment, purchase parts and materials, keep accurate records of inventory, reconcile and make reports, follow oral and written directions.

  • Ability to work cooperatively with others, work efficiently, report to work on time, maintain consistent, regular attendance, work under changing priorities or deadlines, look and act in a professional manner, and exhibit courteous behavior toward coworkers at all times.

  • Ability to analyze information and make decisions in a competent and timely manner.

  • Ability to ask effective questions, evaluate information, apply guidelines and procedures, and make accurate and timely decisions.

  • Ability to work independently with minimum supervision.

  • Ability to maximize utilization of computers to accomplish daily tasks.

  • Positive attitude and highly motivated.

  • Excellent verbal and written communication skills.

  • Excellent organizational skills.

Incompatible Work Activity

This position is subject to the Incompatible Work Activity (IWA) Policy of the Department of Consumer Affairs (LGL 23-01).  If hired, the candidate would be subject to the IWA Policy and Employment Attestation, and the candidate’s participation and/or ownership related to an Automotive Repair Dealer and possession of any Bureau of Automotive Repair license must be disclosed and determined not to pose a conflict prior to employment.
