The Work You Will Do:
The incumbent of this position will be primarily involved with reviewing adaptation strategies and implementation projects in receipt of associated grant funding. Technical and environmental analysis of policies, procedures, rules, regulations, and statutes is required.

The Resilient Florida Program was established during the 2021 Legislative Session with the passage of SB1954/HB7019 and the creation of section 380.093, Florida Statutes This legislation will ensure that communities have the resources they need for resilience planning and project implementation as well as creating a framework for a cohesive, coordinated approach to address the impacts of sea level rise, effects of intensified storms, and localized flooding.
The program administers the Resilient Florida Grant Program, complete a comprehensive statewide flood vulnerability and sea level rise data set and assessment, develop annual Resilience Plans consisting of prioritized projects for funding consideration, support Regional Resilience Entities and collaborate with the Florida Flood Hub of Applied Research and Innovation. The program includes sections devoted to planning, grant and budget management, technical support, and data management.

Your Specific Responsibilities:
In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.
This is an advanced environmental technical position in the Resilient Florida Program. The incumbent of this position will be primarily involved with reviewing adaptation strategies and implementation projects in receipt of associated grant funding. Technical and environmental analysis of policies, procedures, rules, regulations, and statutes is required. Work requires successful interaction with technical project managers and grant managers in government and in private practice and an evaluation of the adequacy of their work. Also, general technical and project management knowledge is required to assure that the proposed infrastructure projects are appropriate and that the facilities are constructed in accordance with federal and state standards and requirements. Moderate travel to project site locations is required.
Assists in development and review of data products used to analyze program information and streamline processes. This may involve geodatabases, spatial layers, dashboards, mobile applications, and Salesforce data sources.
Ensures proper interpretation of federal/state rules, regulations, and statutes to accomplish their legislative intent and provides uniform application of these rules and guidance (verbal and written comments) to local government officials and their legal, fiscal, administrative, and engineering representatives during the preparation of documentation required under Chapters 62-503, 62-505 and 62-552, F.A.C. Also assists in rule revisions as necessary.
Responsible for the reviews of planning documents, including nature-based solutions, sewer, storm and drinking water system vulnerability assessments and site-specific studies, prepared by professional engineers. The review of these documents includes ensuring the scope of the document is eligible and appropriate for program participation. Also, coordinates the interdisciplinary reviews by experts (clearinghouse review) representing Department and other governmental agencies.
Assists in review of grant applications, grant work plans, quarterly progress reports, grant task deliverables, and supporting documentation.
Manages or oversees the management of the construction phase of the projects. Responsibilities include reviews of disbursement requests for eligibility and accuracy, reviews of change orders for eligibility, and conducting interim and final construction inspections to ensure the construction is in accordance with the accepted plans and specifications.
Manage technical data products and ensure program is keeping up with the latest technology to advance the program. This includes maintaining a data management plan, establishing quality assurance protocols, and training technical staff on database topics, data analysis using GIS and Department analytic tools, basic coding and problem-solving techniques.
Reviews directly or oversees staff reviews of, plans and specifications and their conformity with facilities planning documentation. This review includes establishing conformity of bidding information with plans and specifications and reviewing the value engineering documentation if applicable.
Supports management during development of Resilience Plan priority lists and provides logistical support during public notices and hearings. Will respond to public questions and comments, as appropriate, and help coordinate preparation of the Notice of Final Agency Action.
Responsible for conducting project closeout inspection and making recommendations for final payment.
