The Work You Will Do:

This Environmental Consultant position performs advanced environmental professional work under the direction of the Environmental Manager for the Division of Water Resource Management’s Wastewater Management Program located in Tallahassee, Florida. The ideal candidate will possess discipline-specific knowledge, and leadership and technical skills needed to promote the sustainability, implementation and efficiency of state and federal regulations related to water quality standards including numeric nutrient criteria, aquatic life and human health-based criteria, whole effluent toxicity testing, and other existing, new or revised standards and rules.

The Environmental Consultant participates in meetings with representatives from the regulated community and federal, state, and local governments; develops reports as required by the Florida Department of Environmental Protection; and assists with other duties as required. The Environmental Consultant also works with managers to plan and prioritize activities and projects in line with DEP’s strategic objectives and to find integrated solutions to a variety of challenges. Your Specific Responsibilities:

• This position performs advanced environmental professional work for the Wastewater Management Program under the direction of the Environmental Manager, including implementation of numeric nutrient criteria, aquatic life and human health-based criteria, whole effluent toxicity testing, and other existing, new or revised standards and rules.
• Assists in development of rules and policies related to wastewater management and water quality. Evaluates current rules and policies and recommends modifications as needed. Assists in any necessary rulemaking and policy-making activities. Reviews and makes recommendations to draft and existing legislation and conducts bill analyses. Ensures that rules, policies, and legislation are consistent with environmental and economic concerns and with sound management practices. Assists in working with the Department's Division of Environmental Assessment and Restoration, U.S. EPA and the Water Management Districts to ensure consistency among each agencies' rules and policies.
• Assists in coordinating State permitting activities related to wastewater management (including water quality standards and rules and toxicity testing) with the district offices, Division of Environmental Assurance and Restoration, and other Department staff. Assists with conducting district overviews. Assists in developing standard permit conditions and Permit Builder. Assists in interpreting wastewater rules and policies. Assists with training and providing technical guidance on permitting issues and other aspects of wastewater management (including water quality standards and rules and toxicity testing).
• Consults with, coordinates with, and responds to inquiries from state and federal agencies, local governments, regional planning agencies, businesses, professional interests, engineering firms, and the public on wastewater management issues (including water quality standards and rules and toxicity). Assists in working with EPA to assure consistency with federal rules and policies. Assists in reviewing state-issued wastewater facility permits for consistency with the State and NPDES permitting program requirements. Coordinates with the Division and District offices on activities pertaining to EPA's NPDES Permit Quality.
• Reviews and makes necessary revisions to implement program enhancements. Serves as special project manager for technically complex projects that require coordination with other Department programs and outside entities. Provides technical assistance on complex wastewater issues. Provides technical review of local pretreatment program submissions, plans of study, reports, and other deliverables.
• Promotes consistency and coordination of wastewater regulatory efforts in the Wastewater Management Program. Assists with developing new features and maintaining the Department's Wastewater Management Program websites.
• Some travel may be required in the performance of assigned duties.
• Performs other related duties as required.

Required Knowledge, Skills, and Abilities:

• Knowledge of state and federal permitting requirements and procedures.
• Ability to work independently and manage technical projects.
• Ability to understand wastewater treatment (domestic and industrial) concepts and principles.
• Ability to plan, organize and coordinate work assignments.
• Ability to prioritize workload.
• Ability to communicate effectively verbally and in writing.
• Ability to establish and maintain effective working relationships with others.
• Ability to travel outside Tallahassee to perform the duties of the position and inspect wastewater facilities.
• Knowledge of computer-based data retrieval systems.
• Ability to research and understand state, federal, and local wastewater rules and regulations.

Required Qualifications:

A bachelor’s degree from an accredited college or university in engineering; or any combination of post-secondary education or verifiable related experience, as described above, for a total of four years.

Valid driver's license.

The incumbent of this position, in accordance with sections 110.1127 and 435.04, Florida Statutes and DEP Directive 422, Background Investigations, is required to successfully complete a background and fingerprint check. 

Other Job Related Requirements for this position:

Valid Class E Driver’s License. Travel is required, including overnight and outside of Tallahassee. 

This position is designated as a Position of Special Trust in accordance with DEP-422 (Positions of Special Trust or Responsibility).
