Job Description

DIRECTOR OF EMERGENCY MANAGEMENT

DISTINGUISHING FEATURES OF THE CLASS

The work involves dual responsibility to coordinate and administer natural disaster and emergency service operations and mutual aid and fire training programs. Responsibilities include planning, organizing, recruiting, equipping and training personnel and implementing the local natural disaster and emergency defense program. Additionally, the incumbent is responsible for planning and overseeing the county programs of fire training and mutual aid to cope with fires and other public emergencies requiring the service of paid and volunteer firefighters. Further, the incumbent is responsible to oversee and manage the annual process of providing training for the provision of Emergency Medical Technicians and Advanced Emergency Medical Technicians which may be delegated to subordinate staff. The work is performed under general direction of the County Administrator in accordance with federal and state regulations and guidelines. Does related work as required.

TYPICAL WORK ACTIVITIES :

  • Coordinate all emergency services encompassed within the Department, including, but not limited to, emergency services and preparedness; health and safety; HAZMAT; communications; fire coordination; disaster preparedness; emergency scene coordination (fire, EMS, HAZMAT, cause and origin); HAZMAT/Weapons of Mass Destruction (WMD) response team operations; operation of the Allegany County Emergency Operation Center (EOC);
  • Supervise, oversee, monitor and direct the activities and the performance of duties of those officers and employees in charge of the various divisions encompassed within the Department;
  • Ensure the County is in compliance with New York State Executive Law Article 2-B (State and Local Natural and Man-Made Disaster Preparedness);
  • Ensure the County is in compliance with such other federal and state laws pertaining to natural disasters, emergency preparedness, hazard mitigation, hazardous materials response, and other related emergency response activities, including developing and performing tests and evaluations of emergency service plans in accordance with state and federal regulations;
  • Promote emergency preparedness and other preventative activities to enhance public awareness of emergency management, including collaboration with other County officials, County Departments, Fire Departments, EMS Squads, Law Enforcement, School Districts, and other institutions and agencies within the County;
  • Prepare and analyze damage assessments following disasters and emergencies;
  • Develop and maintain emergency planning documents, including, but not limited to: a Comprehensive Emergency Management Plan (CEMP); a plan for Continuity of Local Government (COG); and a Continuity of Operations Plan (COOP)
  • Ensure necessary parties are knowledgeable of their rolls and informed of training opportunities related to emergency planning documents;
  • Coordinate inter-County and intra-County mutual aid programs for both the fire and emergency medical services within the County, including developing and maintaining any necessary mutual aid plans and agreements;
  • Develop instructional materials for the public and make presentations to citizens' groups to provide information on emergency plans and their implementation process;
  • Seek out additional sources of funding and assistance for providing emergency management services within the County and assist in the application of such funding;
  • Develop and coordinate instructional programs related to Fire, EMS and incident command and management training;
  • Develop a workable and practical emergency preparedness attack warning and information system capable of receiving warning of enemy attack, impending natural disaster or radioactive fallout and disseminating warning to key officials, emergency defense forces, and the public;
  • Establish and maintain an inventory of personnel, equipment, and materials used for emergency preparedness;
  • Prepares a variety of records and reports related to the work.

FULL PERFORMANCES, KNOWLEDGES, SKILLS ABILITIES AND PERSONAL CHARACTERISTICS

Thorough knowledge of command control and disaster control methods and procedures; Thorough knowledge of the laws, rules, regulations and purposes of the state fire mobilization and mutual aid plan; Thorough knowledge of modern firefighting and fire prevention methods and techniques; Good knowledge of personnel recruiting and training methods; Good knowledge of the geography and political subdivisions of the county; Good knowledge of the principles and operation of modern emergency communication systems; Ability to plan and coordinate complex emergency preparedness and fire safety operations; Ability to establish and maintain effective working relationships with others; Ability to prepare and deliver presentations in a clear, concise and articulate manner.

MINIMUM QUALIFICATIONS

Either: 

  1. Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree and one (1) year experience in an occupation which shall have involved the preparation of personnel and equipment in readiness to respond to disasters, military actions, or fires, one (1) year of which must have been in a supervisory capacity and have involved the use of emergency communications systems and technology; or
  2. Graduation from a regionally accredited or New York State registered college or university with an Associate's Degree and three (3) years' experience as described in (a); or
  3. Graduation from high school or possession of a high school equivalency diploma and five (5) years' experience as described in (a).

NOTE: Experience as an active volunteer firefighter or EMT may be substituted for the above experience with two (2) years as a volunteer equal to one (1) year of paid experience.

SPECIAL REQUIREMENT:

Incumbent must a permanent resident of Allegany County at the time of appointment and must maintain residency during the length of employment as required by the Public Officers Law.
