Daily Responsibilities
- This position will be instrumental in gathering requirements and building customer relationships.
- Provide guidance and support to all technical positions including system architects, developers, and database administrators, and work closely with the Project Manager and Data Architect.
- Obtain requirements using a variety of techniques including interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, and task and workflow analysis.
- Review, analyze, evaluate, and document business system requirements and user needs.
- Trouble-shoot and problem-solve issues by critically evaluating information gathered from multiple sources, reconciling conflicts, decomposing high-level information into lowest-level details, abstracting information up from low-level information to a general understanding, and elucidating user requests from underlying true needs.
- Write, or assist in the writing of, functional requirements, use cases, GUI mockups, and screen and interface designs.
- Successfully engage in multiple initiatives simultaneously.
- Serve as the conduit between the customer community and the software development team through which requirements flow.
- Develop requirement specifications according to FSI templates, using natural language.
- The requirements as stated above reflect industry standards.
Required: Years of Experience (min)
- A minimum of 5 (five) years of professional experience as a business analyst
- A minimum of 8 (eight) years related experience in the software development field.
Required: Degree/Certification
- BS/BA degree in Computer Science, Information Sciences, or related IT discipline OR Allowable Substitution: Additional ten (10) years of related professional experience can be substituted for a BS/BA degree.

- Ability to liaise between vendors (e.g. Software, SaaS, PaaS) regarding their offerings and government requirements.
- Ability to build effective relationships with customers, government leadership and technical team members.
- Ability to effectively present information to Sr. Leadership and to facilitate decisions.
- Possess excellent logical thinking and problem-solving skills with the ability to analyze and troubleshoot problems from beginning to end, determine the root cause(s), identify the solution(s) to remediate, and effectively communicate the resolution to stakeholders both orally and in writing.
- Possess strong analytical and product management skills, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements.
- Demonstrated experience soliciting requirements using a variety of methods.
- Demonstrated experience reviewing, decomposing, analyzing, evaluating, and prioritizing business system requirements and user needs and conveying them to the technical team for implementation.
- Demonstrated experience documenting requirements; writing, or assisting in the writing, functional requirements, use cases, GUI mockups, and screen and interface designs for new and re-engineering existing systems.
- Experience evaluating cloud applications, platforms, infrastructures, COTS, GOTS and standards in order to align with current and future business strategies and recommending solutions.
- Ability to successfully engage in multiple initiatives simultaneously.
- Possess excellent verbal and written communication skills and the ability to interact professionally with a diverse group, including managers, clients, and other members of the development team.
- Experience with Agile Scrum methodologies a plus.
- The minimum experience and education requirements for this position are due to the complexity, at the project level, of the tasks at hand.
