Position Overview:
Under the direction of the Manager of EIM/ESM Business Operations, the Senior Business Analyst (SBA) primary responsibility will be to support the implementation of the new EIM/ESM Application with the selected vendor.
The EIM/ESM application is used by multiple agencies and has a user base made up of both agency and provider users.
The EIM/ESM system is used for contract/service management, billing, invoicing, and reporting.
The candidate will be working with vendor staff, agency users, provider users, executive leadership, project staff, and shared service teams.
The SBA will be responsible for supporting the Manager of EIM/ESM Business Operations in managing all phases of the implementation from design, implementation, testing, release, and post-production support.
Must be able to be a quick starter and have great communication skills.
Must have the ability to build relationships with different levels and functional areas both internally and externally.
Must be able to understand technical concepts.
Responsibilities:
· Provide clear and reliable communication to internal teams, project stakeholders, vendors, and project directors on the status of the assigned project.
· Manage the requirements traceability matrix.
· Support development, QA, and user acceptance testing
· Craft and distribute meeting minutes internally and externally
· Support the manager in scheduling time from project staff, agency, and/or provider resources
· Verify that results documented previously by the vendor are accurate and thorough and any conclusions drawn are logical
· Notify the manager of any risks noted during the project to bring to project stakeholders
· Work collaboratively with the application team, business partners, vendor team, and other technical teams as needed
· Provide appropriate documentation and knowledge transfer to the project team and stakeholders
· Assist in drafting communications, job aids, reference material, process documents, and meeting materials.
Skills:
· Must have experience working with multiple stakeholders to determine priorities, preferably in the public sector
· Lead or contribute to meetings both within IT and between IT and business
· Identify issues that could result in conflicts
· Assist in developing status reports and participate in status meetings
· Ensure appropriate team members are involved in project checkpoint and/or review meetings
· Understand how project decisions impact enterprise strategy
· Solid technical background with understanding and/or hands-on experience in software development and web technologies
· Proven comprehension of analytic technology and ability to speak and understand technical terms
· Good technical writing skills and ability to present complex solutions in a simple manner
Qualifications:
· Must have worked in or be familiar with an IT environment and can assimilate and understand technical concepts
· Minimum (2) years of progressively challenging IT business analysis and project management experience
· Able to handle multiple concurrent priorities with little direction and meet established timeline
· Strong written and oral communication skills; ability to apply project management knowledge to real-world scenarios
· Strong interpersonal skills, including the ability to work across the organization and interact, influence, manage, and negotiate effectively at all levels including senior-level management
· Preferred experience in public sector/HHS IT
· Preferred experience working with HIPAA Standard EDI Messages
